The regularization phase is still open

The Minister of Finance issued a press release on April 27, 2026. It invites users and importers to regularize their lines by April 30, 2026. If they fail to do so, operators will suspend the lines.

In this press release, the Minister recalls the implementation of the new electronic system for collecting customs duties. This system concerns telephones, tablets and other digital terminals. It has been operational since April 1, 2026. This measure is in line with Article 7 of the 2023 Finance Act. The figures put forward illustrate the scale of the phenomenon. According to Louis Paul Motaze, nearly 700,000 new phones were connected between April 1 and 25. However, these devices were not cleared through customs. This situation reveals the scale of imports outside the official circuit. It also shows the persistent difficulties of control.

However, the authorities have opted for a gradual approach. They are not yet applying sanctions. So far, no affected terminals have been blocked. The aim of this phase is to raise awareness among importers, distributors and users. It encourages voluntary regularization before sanctions are applied.

Strict measures announced after the deadline

The government has set a clear deadline of April 30, 2026. Players must regularize their equipment before this date. There are no penalties for doing so. However, after this date, the rules will become stricter. Authorities will automatically block non-compliant phones. No further notice will be given. Despite these challenges, initial results remain encouraging. Some 29,000 phones have already been registered since the system was launched. This figure reflects the initial take-up of the system.

In addition to public revenues, this reform is aimed at ensuring the traceability of connected equipment. The government wants to better control digital flows. The Minister of Finance hails the efforts already made. He insists on the need for greater fiscal civic-mindedness. Finally, he points out that this measure also contributes to national security.
