Meeting in exceptional session, deputies and senators are examining a major constitutional reform project. The project aims to create the post of Vice-President and strengthen the organization of the Cameroonian executive.

The plenary session was held on Thursday, April 2, 2026 at the Palais des Verres Paul Biya in Yaoundé. Convened at the initiative of the President of the Republic, Paul Biya, this session brings together deputies and senators to examine a major constitutional reform. The aim is to modernize and strengthen Cameroon's institutions.

Tutorials in a constructive spirit

The meeting was chaired by the President of the National Assembly and President of the Congress, Théodore Datouo, assisted by the President of the Senate and Vice-President of the Congress, Abdoulaye Aboubakar. The latter called for responsible and constructive exchanges, so that discussions could take place in a spirit of patriotism and in the best interests of the Nation.

At the heart of the debates is the revision of several articles of the Constitution of June 2, 1972, notably articles 5, 6, 7, 10, 53 and 66. The draft mainly provides for the creation of the post of Vice-President of the Republic. Members of parliament will be asked to decide on the terms and conditions of his appointment, his powers and his status, as well as on the rules governing the vacancy of power. The aim is to ensure stable continuity of the State in all circumstances.

A reform in line with institutional continuity

This initiative follows on from the constitutional revisions of 1996 and 2008. It also follows on from the Head of State's swearing-in speech on November 6, 2025. The reform marks an important step towards strengthening Cameroon's legal and political framework. At the end of this session, Parliament will be called upon to vote on the project. This reform could profoundly transform the national political landscape, consolidating stable and predictable governance for years to come.
